is the polyethylene glycol derivative of castor oil with an average of 30 repeating units of ethylene glycol. It is a liquid nonionic emulsifier for oil-in-water emulsions, surfactant, cleansing agent and solubilizer with excellent chemical stability. It has an HLB of about 11-13 and is compatible with anionic, cationic, and nonionic surfactants. It is particularly effective for solubilizing essential oils, fragrance oils, vitamins and hydrophobic active substances in hydroalcoholic and purely aqueous solutions in the pH range of about 4-8
